Article 1

On this significant day, by my own will, on the basis of the document «Declaration of will on self-identification and self-determination» on October 11, 2004, based on the document number A0000001, in accordance with international, sovereign and extraterritorial law, in accordance with the universal principles of the doctrine of international law and the document «Convention on the Rights and Duties of States» (signed in Montevideo on December 26, 1933), being sovereign, I initiate and proclaim the creation of a state with the full name «Free Sovereign Union» (the short name «FSU» or «Frisania»). The act of creating a state and declaring the independence of Frisania was adopted unanimously and approved on March 23, 2011 by the plenipotentiary sovereign representatives of sovereign territories, people, clans and independent members of this union.

Article 2

Frisania is a sovereign, independent and legal state with a population from various people, clans and territories.

The life and health of the population, honor and dignity, inviolability and security are recognized in Frisania as the highest value.

Article 3

The high prestige of the Free Sovereign Union and the improvement of the reputation around the world is the priority mission of Frisania.

All those who declared themselves in the status of residents of Frisania are its free population. Each holder of personal documents of the state of Frisania acquires its legal status. Each resident of the Free Sovereign Union comply with the principles of Frisania, created for the common good, enshrined in the laws of the universe, which do not contradict his will and do not violate the will of other residents. Every resident acts, first of all, for the benefit of the population of Frisania, as the guarantor of universal security and sovereignty. Refusal or acquisition of legal status in Frisania is carried out independently on the basis of one's personal will with or without confirmation of documents in Frisania.

Article 4

The territory of Frisania within the existing borders is integral, inviolable and under the absolute jurisdiction of Frisania.

The territory of Frisania is the territory of its population (land space, private and / or leased property and / or land, water space, subsoil, air space, outer space and celestial bodies located in it, equated to the territory of Frisania objects (ships, aircraft, spaceships, official residences of diplomatic missions in other countries), space within private property, as well as bodily space and / or space necessary for the life of a resident, subject to the sovereign rights and jurisdiction of Frisania), independently protected by the population of the Free Sovereign Union and protected by the general principles of international, sovereign and extraterritorial rights to privacy and private property, freedom of self determination and self-identification, as well as the territories and space of Frisania participants by common agreement.

Article 5

The bearer of sovereignty and the only source of power in Frisania is the population. Power in Frisania is executed independently by each resident, under his own responsibility and / or through official representatives. No one can usurp state power. The government of Frisania is chosen from among its population, from among the best, on the principle of kopa law, form of community law. The government members gather when necessary, to deal with important matters and are on the support of the people who elected them. The meeting place of the government is chosen by the government participants themselves.

Article 6

Frisania representatives assume duties, obligations and responsibilities to the extent necessary to create social benefits and guarantees (financial policy, provision of legal support, organization of the protection of rights and freedoms, education policy, document flow, wealth improvement, preservation and prosperity of all who join Frisania). Frisania recognizes the priority of strengthening unity and security, prospects and the economy.

Article 7

The government selects its representatives to represent interests in international relations, manages the foreign policy activities of the state, negotiates and concludes international treaties of Frisania. The foreign political activity of Frisania is aimed at securing its interests and security by maintaining peaceful and mutually beneficial cooperation with the members of the international community on the basis of generally recognized principles and norms of international law. Frisania is open to making agreements to improve the general welfare. The development of stable and positive political, economic and social relations with the members of the international community is one of the most important priorities of the country's foreign policy.

The call for peace, harmony, negotiation and dialogue for the resolution of all disputes is the basis of Frisania foreign policy.

Article 8

Every resident of Frisania has the right to liberty, security of people and recognition of legal personality before the law. Every sovereign is a subject of international law under international protection, having personal sovereignty, his own will and the right to choose, full legal capacity and independence in resolving any issues and actions, power and rights, without outside influences, in independent actions, during the entire time of its existence, not present itself as a person or individual and not be its, with full preservation of all rights and dignity. The Sovereign shall have immutable and irrevocable rights to his property, intellectual property, copyright objects, statute, name, person, personal data or other possessions, received and created as a result of existence, without prejudice and turnover to himself, genus and property, leaving to themselves the right of interpretation and self-determination in accordance with international law. Peace and dignity, equality and the welfare of the people are the highest values ​​of Frisania.

Article 9

The national symbols of the Free Sovereign Union are the national flag of Frisania, the second national or maritime flag of Frisania, the great coat of arms of Frisania, the middle coat of arms of Frisania, the small coat of arms of Frisania, the main emblem of Frisania, the second emblem of Frisania, the anthem of Frisania. The national flag of Frisania is a white background (2:3) symbolizing purity and freedom, with a red symbol of sovereignty in the center, which represents world harmony and balance, prosperity, strength and power of our union. At the top is the yellow sun, which represents joy and wealth, reason and optimism, embodies the energy, movement and positive intention of our union. Around the circle is a green laurel wreath, which symbolizes victory and peace, glory and the inviolability of our union. At the bottom is a blue anchor that symbolizes stability and confidence, luck and loyalty, hope and security, connects the man and woman beginningsand leads in the right direction.

Frisania second national flag or maritime flag is a white background (2:3 size) with a blue anchor in the center.

The main and second emblem of Frisania represent the symbols of the national flag and the second national flag of Frisania, respectively.

The name of the national anthem of Frisania is the same as the name of the state motto of the Free Sovereign Union.

The large, medium and small coats of arms of Frisania reveal the ideology and values of respect, destiny, vitality and freedom

according to the main state motto of Frisania «Freedom and right of the creator» (Latin: «Libertas et ius creatoris»).

Article 10

Frisania recognizes the priority of mutually beneficial cooperation and strong alliance through the construction of independence, freedom and autonomy. The foreign policy of Frisania is directed to the establishment and maintenance, improvement of the welfare and security of the people of Frisania and of the adjacent spaces and territories, by maintaining peaceful and mutually beneficial cooperation with the members of the international community on the basis of the generally recognized principles and norms of international, sovereign law in harmony with the will of the people of the Free Sovereign Union. As a subject of international law, Frisania directly communicates with other states, concludes treaties with them, exchanges diplomatic, consular and trade missions and participates in the activities of international organizations to the extent necessary to effectively safeguard its interests. Frisania acts as an equal participant in the international communication, actively contributes to the strengthening of universal peace and international security, recognizes the supremacy of the universally recognized norms of international law over the norms of domestic law.

Article 11

Nothing in this Act shall be construed as granting to any state, group of persons or certain subjects the right to practice any activity or acts aimed at the destruction of the rights and freedoms, explained in this Act creation of Frisania. Creation and activities aimed at eliminating the independence, system of Frisania by force, violating the sovereignty, territorial integrity of the state of Frisania, undermining its security, unlawful seizure of power, propaganda of war, violence, inciting enmity, infringement of rights, freedoms and public health are prohibited.

According to the principles and norms of international law contained in international and inter-state treaties, charters of international organizations, in the decisions of international courts, as well as in international customs, with respect to which there is evidence of the existence of universal evidence of universal principles of international law, universal practice and of the binding nature of their application by the international community.

According to the most important and universally recognized norms of conduct of subjects of international relations and the legality

of the actual conduct of states, the principles of international law, as peremptory provisions, cannot be superseded

by any other statements of a special character or reformed taking in account of special circumstances.

According to the universal principles of the doctrine of international law:

• The principle of inviolability of state borders.

• The principle of territorial integrity of states.

• The principle of the sovereign equality of states.

• The principle of non-use of force or threat of force.

• The principle of equal rights and self-determination of people.

• The principle of the duty of states to cooperate with each other.

• The principle of the peaceful settlement of international disputes.

• The principle of respect for human rights and fundamental freedoms.

• The principle of compliance in good faith with obligations under international law.

• The principle of non-intervention in matters which are within the domestic jurisdiction of states.

According to the «Vienna Convention on the Law of Treaties» (1969) and the «Vienna Convention on the Succession of States in respect of Treaties» (1978).

According to the principles of state immunity and the concept of sovereign equality enshrined in the UN Charter (1945) and the «Declaration

on Principles of International Law» (1970), under the «UN Convention on Jurisdictional Immunities of States and their Property» (2004):

• The principle of immunity from preliminary lawsuit.

• The principle of immunity from forced enforcement of a foreign judgment.

• The principle of judicial immunity - non-jurisdiction of a state to a court of a foreign state.

• The principle of immunity from application of foreign law in relation to transactions involving the state.

• The principle of immunity of state property - legal regime of immunity of state property situated in the territory of a foreign state.

I declare the creation and independence

an independent state - the Free Sovereign Union (Frisania).

The territory of Frisania is indivisible and inviolable.

Henceforth the territory of Frisania is under the exclusive jurisdiction of Frisania.
